Book excerpt: THERE’S A LITTLE BIT OF CINDERELLA IN EVERY WOMAN . . . . . . except Darby Landon, or so she thinks before meeting the three fairy godmothers of Glass Slipper, Inc. They guarantee they can bring out the princess in any woman. But they’ll have their work cut out for them with Darby, who’s more comfortable in jeans and cowboy boots than designer gowns. But when she’s called from her Montana ranch to squire her impossible-to-please father’s star client around the D.C. social scene, Darby has to turn into the queen of chic . . . and fast. Between torture-chamber sessions of tweezing and teasing, and horrifying lessons on place settings, Darby finds herself drawn into a fairy-tale romance of the very adult variety with Shane Morgan, the devastatingly sexy (and reluctant) heir to one of the city’s largest companies. But when another Prince Charming arrives on the scene, Darby‘s caught between the woman she is and the woman she’s supposed to be, between two very different irresistible bad boys. Now Darby has to choose her own happy ending . . . and with the help of three very unusual fairy godmothers, this modern-day Cinderella is determined to stay dancing way past midnight—no pumpkins required.

Book excerpt: A mix of folk wisdom, common sense, shared experience, the advice of experts, and the kind of group think that's made websites like Wikipedia so vital, Rules of Thumb is the impulsive compendium of 1,000 general principles that apply to every facet of life. Collected by Tom Parker for over 25 years, these are rules that are practical, quirky, and as entertaining to read as they are relevant to the reader. There's a rule of thumb for just about every subject imaginable— money, marriage, cooking, health, weather, cars, gardening, restaurants, travel. This is the priceless knowledge that's accumulated not from reading, but from living. Tempted by a string of pearls at a yard sale? Rub them against your teeth: The rule of thumb, as your grandmother might have told you, is that a genuine pearl will grate. Not sure how to choose a puppy? Pick one whose tail wags in sync with its walk—a sign of calmness. To win at blackjack, assume that any unseen card is an eight. And remember, a rule of thumb works four out of five times (including this one).

Book excerpt: **Now a USA Today Bestseller** If your ex arrives in your hometown eighteen months after you walked out on him while you were eight months pregnant, follow this short list of rules before you give him a second chance. Rule #1 – Don’t stand in the way of your brothers who want to rough him up. Rule #2 – Don’t meet him for coffee and agree to allow him to meet your daughter. Rule #3 – Don’t drool when your daughter falls asleep on his chest for the first time. It’s just your ovaries talking. Rule #4 – Don’t let him hold your hand. While we’re at it, no hugs, no kisses on the cheek… just no physical contact in general. That only leads to remembering better times. The last one is the most important… Rule #5 – When you find yourself needing someone’s help and you’re tired of always asking your family, don’t let him be the one who’s there for you. Because all those good qualities of his will suck you right back in and you’ll have no chance of fighting your feelings, especially now that he’s ready to be a father to your daughter.

Download Administrative Law in PDF by Christopher F. Edley Full Book and published by Yale University Press. This book was released on 1992-07-29 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: This seminal book presents a fundamental reconsideration of modern American administrative law. According to Christopher Edley, the guiding principle in this field is that courts should apply legal doctrines to control the discretion of unelected bureaucrats. In practice, however, these doctrines simply give unelected judges largely unconstrained--and inescapable--discretion. Assessed on its own terms, says Edley, administrative law is largely a failure. He discussed why and how this is so and argues that law should abandon its obsession with bureaucratic discretion and pursue instead the direct promotion of sound governance. Edley demonstrates that legal analyses of separation of powers and of judicial oversight of agencies implicitly use three decision-making paradigms: politics, scientific expertise, and adjudicatory fairness. Conventional wisdom maintains, for example, that judges should hesitate to question the political choices of legislators and the expertise of administrators, but need not be so deferential in addressing questions of law. Such judicial efforts to police governance have largely failed because, as Edley shows in several contexts, they attempt to appraise decision-making paradigms as though they were separable when in fact the important decisions of both judges and political officials combine elements of politics, science, and fairness. According to Edley, unsustainable boundaries among these paradigms cannot be a satisfactory basis for deciding when a court should interfere. Law must stop focusing on separation of powers and instead direct attention to such issues as bureaucratic incompetence, systemic agency delay, and political bias.

Available in PDF, EPUB and Kindle. Book excerpt: This book demystifies and explains a subject that affects every one of us in our private lives and at work. Security is a practical discipline concerned with safeguarding lives, property, information, wealth, reputations, and social wellbeing. It is the basis of civilised society. People, businesses, and nations cannot thrive in its absence, whereas the right kind of security frees us to live fulfilling lives. But deciding what is needed, and then making it happen, is not easy. The threats to our security are complex and continually evolving, as criminals, hackers, terrorists, and hostile foreign states continually find new ways of staying one step ahead of us, their potential victims. At the same time, we are continually creating new vulnerabilities as we adopt new technologies and new ways of working. Those who do not understand the fundamentals of security, risk, and resilience open themselves, and those around them, to avoidable dangers, needless anxieties, and unnecessary costs. Inadequate security may leave them exposed to intolerable risks, while the wrong kind of security is expensive, intrusive, and ineffective. In his essential new book, world-leading security expert Paul Martin sets out the ten most important guiding principles of protective security and resilience. Clearly expressed in the form of simple but powerful rules of thumb, their purpose is to help solve complicated problems for which there are no textbook solutions. The rules offer a powerful toolkit, designed to work in many different situations, including the cyber domain. When we are faced with novel problems requiring complex decisions, it is easy to focus on the wrong things. These rules remind us what really matters. The psychological and behavioural aspects of security are key themes throughout the book. People lie at the heart of security. The criminals, terrorists, and hackers are social animals with complex emotions and psychological predispositions. So too are the victims of those attackers and the security practitioners who strive to protect us. The human dimension is therefore crucial to understanding security. The Rules of Security will help anyone with an interest in their own security and that of their home, family, business, or society. It will be indispensable to those in positions of responsibility, allowing them to understand how best to protect their organisation, people, and assets. It assumes no expert technical knowledge and explains the ideas in clear and simple terms. It will appeal to anyone with an interest in security. If you read only one book about security, it should be this one.

Available in PDF, EPUB and Kindle. Book excerpt: How has the evolution and transformation of the Common Market affected the legal concept of State aid? How has State aid adapted to the development of the European Union? These questions and more are answered in Juan Jorge Piernas López's examination of the historical, political, constitutional, and economical events that have affected the development of State aid in the EU. Examining three key, interwoven arguments, this book provides a richer understanding of current formulas which depict the concept of aid through the prism of policy and enforcement considerations. First, the book demonstrates that the concept of aid is a 'living instrument' that has been applied in accordance with the main policy priorities of the European Commission. Second, contrary to what has been affirmed in other literature, the evolution of this concept has been influenced by the broader advancement of the case law of the Court of Justice in different periods of the integration process. Third, the author contends that the study of the evolution of the concept of aid in light of policy and case law provides a holistic outlook valuable to the decision making process of difficult cases. In this regard, the book provides criteria to interpret and discuss cases including Sloman Neptun, Philip Morris, and Azores, beyond the analysis traditionally adopted in this field.

Download Public Procurement and the EU Competition Rules in PDF by Albert Sánchez Graells Full Book and published by Bloomsbury Publishing. This book was released on 2011-01-29 with total page 480 pages. Available in PDF, EPUB and Kindle. Book excerpt: Shortlisted for the 2012 Prix Vogel in Economic Law. Public procurement and competition law are both important fields of EU law and policy, intimately intertwined in the creation of the internal market. Hitherto their close connection has been noted, but not closely examined. This new work is the most comprehensive attempt to date to explain the many ways in which these fields, often considered independent of one another, interact and overlap in the creation of the internal market. In this process of convergence between competition and public procurement law , the need for this joint study is clearly apparent. As such the book asks whether competition law principles inform or condition public procurement rules, and whether they are adequate to ensure that competition is not distorted in markets where public procurement is particularly significant. The book moves away from the classical focus of public procurement on the activities of private actors, developing instead an analytical framework for the appraisal of the market behaviour of the public buyer from a competition perspective. The analysis is both legal and economic. Proceeding through a careful assessment of the general rules of competition and public procurement, the book constantly tests the efficacy of the rules in competition and public procurement against a standard of the proper functioning of undistorted competition in the market for public procurement.
